Karnataka Health Department has a tough stand on this. Multiple kind of chemicals are mixed in the water of Pani Puri to give it colour.

What Karnataka Health Ministry is Reacting to this Serious Problem ?
At the end of last month, Karnataka's Health Minister Dinesh Gunda Rao said that the use of "artificial colours" has been completely banned in street food like cotton candy, gobi, and kebabs. He further mentioned that during testing many samples of Pani Puri "failed" to maintain the "safety standard".
"As the use of artificial colours in the manufacture of cotton candy, gobi, and kebabs has been banned, the samples of Pani puri being sold in the state have been collected and sent for testing. Many samples of pani puri also failed food safety tests and were found to contain cancer reagents."
Gundo Rao further added that Analysis is going on the Testing  and health department will take appropriate action on it. "More analysis is being done on this, and after the test report, the health department will take appropriate action.
"At the same time, the public should take special care of their health and refrain from consuming food items that affect our health. Great importance should be given to cleanliness and hygiene,"
Multiple Complaints regarding quality of Pani Puri

“We have received many complaints about the quality of pani puri that is served in streets across the state” said Food Safety Commissioner Srinivas K while talking to Deccan Herald.
